Allocating a Variable Length Array with zero elements is undefined behavior.
UndefinedBehaviorSanitizer doesn't like this left shift where the lhs can be negative. I don't think we care here, as long as the result is a unique value and matches what CRuby does.
This now enables the UndefinedBehaviorSanitizer as well as the AddressSanitizer.
