Will need to return and work through some of the implications in detail. One actually possible typing bug was fixed along the way.

This PR updates the versions for both mypy and pylint.
This has required putting in a number of ignore statements which should be worked through carefully. All tests are still passing, and all ignored warnings are believed to be safe. However, it seems likely some of these could be resolved to improve the performance and reliability of type hinting for users.
