- rework package list command - adapt tests

Currently, only packages hosted on github via https://github.com/nfdi4plants/arc-validate-package-registry/releases/tag/preview-index are used in the cli tool.
This PR adds support for installing packages provided by our AVPR web api at https://avpr.nfdi4plants.org
