Use a clean installation from Ubuntu Server 16.04. DevStack is a series of extensible scripts used to quickly bring up a complete OpenStack environment based on the latest versions of everything from git master.

This process takes 1 or more hours, depends on your machine and the speed of your internet connection.
1.5 After, open your browser http://<ip Openstack>/horizon
, download the OpenStack RC File (v3), put it in your OpenStack Server, and run the environment variables.
$ source admin-openrc
$ glance image-list
$ openstack flavor list
If not show none errors, so you installation is correct.
$ glance image-download --file $FILENAME $UUID
$ sudo apt-get install --no-install-recommends ubuntu-desktop
