Various small changes:

• Tendermint: increase initial proposal timeout to 4s
• Network: do not remove own addresses based on reported dial failures
• Mempool: various minor optimizations
  • Remove spawn_blocking from transaction verification
  • Eliminate unnecessary Transaction::clone()
  • Remove spammy transaction rejection logs
• Mempool: increase number of concurrent verification tasks
• Handel: increase aggregation test timeout
• ChainOrdering: eliminiate two instances of Block::clone() in order_chains
• Consensus: add missing waker for head requests

Logging & code style:

• Remove some unnecessary log messages
• PeerContacts: reduce logging and indentation
• Network: cleanup request/response logging, reduce indentation
• More log cleanup in network and consensus
• Validator: clean up SkipBlockAggregation a bit
