apply weight recalculation when using L1/L2-SVM dual solver #10

What does this PR do?

In liblinear 2.48, a w_recalc flag is implemented for reducing the weight density when solving L1/L2-SVM dual.
By applying this setting, the number of non-zeros in the linear model also decreases.

Test CLI & API (bash tests/autotest.sh)

Test APIs used by main.py.
