Add a new ANO-driven signal processing pipeline that ingests high-rate VITA 49 IQ data and computes/packetizes averaged, lower-rate, VITA 49.2 spectral PSDs. A few operators that may be reused are added under the common "operators" directory as well. Signed-off-by: John Moon <[email protected]>
