Corrected REGION_UN and UN_A3 values

Fixed French Southern Islands, US Minor Outlying Islands and Antarctica. Fixes #195. It's been a long time, sorry.

PS: unfortunately, I do not have an Excel and did changes via LibreOffice. Git log:
