This is definitely what the https://github.com/nodejs/nodereport/pull/1 PR contained, and the link is valid. Perhaps it's not the right governance file to link to?

The link is fine for that group- but that WG is not really relevant for the nvm project. I think it would probably just fall to the CTC.

This PR is to prepare for a possible move to the node.js Foundation. Nothing is certain, but I wanted to do some advance legwork just in case.
This will not be merged until such time as we are far enough along in the process that the Foundation requires it to be.
I've also added Windows support to the road map.
This PR was largely based on
https://github.com/nodejs/nodereport/pull/1, which I was directed to as a model.
