Adopts tsx for running TypeScript tests with Mocha. Generally works as-is, but it doesn’t resolve TypeScript files imported from JavaScript privatenumber/tsx#135 so I had to change the one instance of this to use the
.tsextension explicitly. This also required upgrading Node in CI, but note that the Node 18+ requirement only applies to running Plot’s tests; the library itself should still be compatible with earlier versions of Node.
