Description

Polly implementation migrated from v7 Policies to v8 ResiliencePipelines.
Also, all dependencies have been updated and a small fix has been performed on the .http file for the API.

Related Issue

Closes #76

How Has This Been Tested?

All tests run successfully and also all endpoints affected have been tested successfully as well.
