[BUG] [Remote State] Unsafe Bootstrap script should not be executed for clusters with remote state enabled

Describe the bug
In case of unsafe bootstrap, user can create new cluster with different cluster UUID. If this cluster UUID is persisted to remote store, this will break the chain of cluster UUIDs. So we should prevent this script from executed when remote state is enabled.
User should disable remote state and then perform unsafe bootstrap.
