Merge upstream buildan 0.7 and 0.8 changes

I raised a PR on the operator to update the ClusterTask but have been told that is deprecated and to update here - tektoncd/operator#2253

This PR ports changes from upstream catalog buildah 0.8 tektoncd/catalog#1282 and 0.7 tektoncd/catalog#1230

It looks as if this Task is missing a PR from a long time ago to do everything in one step, to avoid excessive memory requirements - tektoncd/operator#904 - should this be raised as a separate PR?

I'm waiting for a openshift-pipelines member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
