Openshift only behavior: at some point the operator will have to signal Openshift's Cluster Network Operator to install frr-k8s. This is to make the minimum version supporting it parametric. Signed-off-by: Federico Paolinelli <[email protected]>

Backport: the operator interacts with CNO, plus local port of metallb#501 (needs to be carried from upstream, here for testing), plus setting hte min CNO version to 4.18.0.
