Only affect the cmake build.
There is an amount of falkyness involved: The crash toggles between stablehlo-add and stablehle-opt targets.
Locally not reproducible: Only on GitHub CI

Seems the image itself has a bug:
actions/runner-images#9491.

Apply this patch from
https://github.com/actions/runner-images/issues/9491\#issuecomment-1989718917
to fix the issue while we wait for a new version of the image to roll
out.

Fixes #2106
