Make inscriptions support backwards-compatible extension (#888)

- Start inscriptions with "ord", so that other protocols can use OP_FALSE OP_IF containers without being confused for inscriptions
- Accept resource contents in multiple pushes
- Add tags for type and resource so that we can add additional fields in the future
- Allow invalid UTF-8 in content
