Configure app registry mimetypes in oCIS config

I cannot configure the app registry mimetypes in the oCIS config file. Instead I have to create and reference a separate json file. (https://owncloud.dev/extensions/storage/apps/#mime-type-configuration--creation-allow-list)

was done in #3589. https://owncloud.dev/extensions/app-registry/configuration/#example-yaml-config has the mimetype config already
