Prdoc bot was deleted in #5457 just after being added in #5331 without replacement.
Now bringing it back until it is integrated into the new command structure.

Formatting is now also fixed, such that the title is always first and the description renders correctly.

@ggwpez feel free to merge & use it if you need it urgently, but I'd suggest to add it as part of new bot, as this process is not consistent

Yea i will merge it as-is. It would be indeed better to integrate into /cmd, but i dont want to invest more time into such a simple feature now.
