1. Minimal reproduce step (Required)

Run shuffle-region-scheduler and randomly reboot TiKVs.
With write workload.
Backup after some TiKV bootstraps.
Restore from the backup.

2. What did you expect to see? (Required)

Restore finish.

3. What did you see instead (Required)

Sometimes, restore stuck at waiting apply.

4. What is your TiDB version? (Required)

v6.5
