Also 3.1.2.4 version website - Appearance shows -Blank white

This journal gives me headache since the beginning due to bilingual setting English and Arabic

Also, the error log you included appears to be just part of a long stack trace (calls 41 to 56); the actual error message should be higher up in the log file.

I believe we're facing the same problem here. Our journal is presented in three languages (Portuguese, English, Spanish):

However, there seems to be several problems with OJS's treatment of multi-language setups. Over at the PKP forum there is a discussion about missing authors' names https://forum.pkp.sfu.ca/t/author-s-name-missing-on-web-page/50767. Just as @zalamuia has mentioned above, there are several configuration items which can only be edited in one language and not on the others. For instance:

Besides that, even when some item can be edited, I only get a circling icon together with "saving". After about one minute, the circling icon goes away, and the item has not been edited.
