Is your feature request related to a problem? Please describe.

Per @nortiz34, extending the use of the HTTP_PROXY value into the AzureUtils.sh script would facilitate the installation of the Azure -supporting utilities

Describe the solution you'd like

If HTTP_PROXY (or equivalent) are set in the script's environment, have the AzureUtils.sh script consume that value and use it for things like fetching the Azure CLI RPM.
