Experimental support for building with VS2017 on Windows. #1739

This PR provides support for building with VS2017. The build system will fall back to VS2015 if VS2017 is not found.

It would be a good idea to try this on a few different Windows machines before merging.

I haven't had any feedback from anyone else (I asked on the dev mailing list). It works for me :-)
