Set up Poetry to manage dependencies.
Add .python-version for pyenv.
Install dev dependencies such as pytest.

Issues:

Poetry using the wrong Python version (not related to pyenv) - poetry shell does not activate virtualenv python-poetry/poetry#571
poetry shell does not activate virtualenv - Poetry using the wrong Python version (not related to pyenv) python-poetry/poetry#655 (comment)
