Move SDKv2 pulcheck test library to internal/

This is a pure refactor. The pulcheck module was previously public in order to allow it to be used with the PF bridge. Now that pf is under pkg we can make this module internal again.

This change is part of the following stack:

• Remove verbose flag from go test runs #2711
  • Move SDKv2 pulcheck test library to internal/ #2712 ◀
    • Pass state back to the engine if Apply encountered an error 2 #2713
