_markerlib was part of what we pulled in from setuptools and was depended on by pkg_resources; it's totally gone from setuptools so it can totally go here.

This only moves pkg_resources to setuptools 20.4 because of https://etherpad.openstack.org/p/dist-extras which affects every later release. In doing that move, it essentially supersedes #3583.
