Cannot change priority from "Do not download" when other files 100%, seeding #13990

Seen in 4.3.1 (w10)

In a large torrent with many files, marking a bunch as "Do not download" until the important files are finished. When they are done, the torrent is at 100% and seeding (correct), but at this time it is impossible to change priority from "Do not download" to normal or higher and resume downloading (incorrect).

Workaround (not great on huge torrents) - Force Re-Check allows you to change priorities as long as you do it before re-check is finished.

You can check the previously unselected files and then change priority.
