Summary

We need to fix Quarkus QE Test Suite compilation. I just run OCP CI here #1299. This release contains:

• Bump quarkus.platform.version from 3.14.1 to 3.14.2 #1283
• Bump net.revelc.code:impsort-maven-plugin from 1.11.0 to 1.12.0 #1286
• Bump log4j.version from 2.23.1 to 2.24.0 #1289
• Added isRHBQ method to check if the version contain string redhat #1294
• Fix OpenShift certificate serving flakiness #1296
• Drop debugging options for Windows native race #1297
• Fix framework compilation error after change of initConfiguration signature in Quarkus config builder change #1299
