Reactive routes - inject throwable for a failure handler

The handler would be only used if a failure matches the injected type, e.g.:

@Route(path = "/*", type = FAILURE)
void handleNoSuchElementException(NoSuchElementException e, HttpServerResponse response) {
  response.setStatusCode(404);
}
