Dev Services for Kafka configuration for image providers

Adds option for using https://github.com/ozangunalp/kafka-native images.

Fixes #28194

I'm not sure I completely like the idea of the image not being in the Quarkus Quay organization. I think we need this stuff to be in a Quarkus GitHub repository and in a Quarkus Quay repo.

@cescoffier @ozangunalp we need to clarify ^ before releasing 2.16.

The 'home' of the project is still unclear, that's why for now it's under Ozan's name.

We can move it into a Quarkus quay repo, but it might change later.

@gsmet I agree that it is not ideal, and I'd like to move it to a more permanent home. But it is an open-source project and the release process of the image is transparent: https://github.com/ozangunalp/kafka-native/actions
