With 3.8.17 the default was changed to 30 minutes instead of 15. This updates the docs accordingly. rabbitmq/rabbitmq-server#3033 https://github.com/rabbitmq/rabbitmq-server/releases/tag/v3.8.17

Apparently 15 minutes is not enough for some. 1 hour seems to be
unreasonably long to our team, though.
