Review and update test recipe resources to use unique names to prevent collisions within a PR run and across different PRs.

Resource group is same for all tests for a single PR run, so a resource name of the format test-guid(resourceGroupName) won't be unique. We should either use newGuid() or use test specific data for uniqueness.
