SURE-3400

Issue description:

Set AKS cluster egress using user-defined route.

We would like to have this feature to be configurable in Rancher AKS provisioning by terraform_rancher2_provider: https://docs.microsoft.com/en-us/azure/aks/egress-outboundtype

Tested it on Rancher v2.10-c4944b3ca0b39c474121df9e7ef31f7aff4e4f7a-head; outbound type works, but there appears to be a bug. UserDefinedRouting is restored to LoadBalancer, and the change appears to be triggered from Azure Console.
