This PR:

  • Removes the usage of the deprecated StaticCSC and SampledCSC
  • Support creating CSR and storing edge information in SparseGraph
  • clean up unit tests
  • Adds GATv2Conv layer
  • Adds pylibcugraphops as a dependency of cugraph-dgl conda package
