Update cuco git tag to fetch bug fixes and cleanups

This PR fetches the latest changes in cuco to:

• Inline cuco::sentinel namespace (Inline sentinel namespace + add missing implicit conversion operators NVIDIA/cuCollections#247)
• Fix memory leak in static_map::retrieve_all ([REVIEW] Fix memory leak in static_map::retrieve_all NVIDIA/cuCollections#257)
• Use public cuco::murmurhash3_32 (Move hash function to public cuco namespace NVIDIA/cuCollections#253)
