Show number of reports related to a project on "reports" button, also mark button with zero reports as nofollow to reduce pointless crawling

webapp: Add nofollow to reports link (#142)

Too much useless crawling for it. Later we'll keep a trach of whether
there are any reports for the project any only leave nofollow for empty
reports pages.
