Link .gitignore to .ignore for universal ignorefile support

`.ignore` is a symlink to `.gitignore`. Many CLI tools will respect `.ignore` in cases where the `.git` didn't exist in the repo.
This happens when the repo is cloned via sapling-scm for example.
