This PR updates the teachable learnsets file with information up to The Teal Mask, removing moves from the Gen9+ species/forms that are not available in vanilla Emerald (as is the case for all <Gen9 mons) and updating compatibilities per Gen9 standards (the Charmander line gets Roar now, for example). It also adds TM and move tutor compatibilities for Alolan species, which has been an open issue since January 2021.
The file as-is is the default result of #3856, which needs a few more additions and fixes before it can go live. Since it may be wise to keep it for 1.9, this PR will already fix a bunch of stuff for 1.8.
