Increasing version of package(s) in repository jsk_3rdparty to 2.1.22-1:

aques_talk

Hiya, our current review guidelines require a LICENSE file that clearly states your package license. This should match your package.xml license tags (this appears to be Apache 2.0)! If you could add one in to your development branch so we know it will be part of a future release, we can merge this release as-is.

I also noticed that some packages are licensed with BSD which means you may need a file per package.
