Apparently, when you run the action manually ( https://docs.github.com/en/actions/managing-workflow-runs/manually-running-a-workflow ) the GITHUB_EVENT_PATH doesn't contain the expected content, as the generated "commit message" is null.
Can you get the commit message even in that case?
