Add the packaging metadata to build the ethabi snap #35

This package will let you publish the latest parity in the Ubuntu store, and from there reach many users on all the supported Ubuntu versions, and more Linux distributions in progress.

One more, just like the ones for parity and parity-bitcoin because I'm having so much fun learning rust, and you are doing such a nice work here.

I've just used this one to test the newly landed cross-compile for the snapcraft rust plugin :D

To test this in an Ubuntu 16.04 machine:

$ sudo apt install git snapcraft
$ git clone https://github.com/elopio/ethabi
$ cd ethabi
$ git checkout snapcraft
$ snapcraft
$ sudo snap install *.snap --dangerous

Also like the others, you can get it to the store by just going to https://build.snapcraft.io
