This replaces the old sbt-release based approach with a new one using sbt-ci-release in order to more easily allow for automated releases. This also utilizes GitHub actions, dependabot, and release-drafter. We also bump up to the latest sbt 1.5.1 and drop support for cross publishing the plugin for 0.13.18.
