Describe what this PR does / why we need it
generate sealer commandline document with cobra. this could update the doc with the latest sealer code.
In the future, I wish to automatically update the command doc with github actions. Then all developers and maintainers only need to care about the cobra code quality and care litter about the command line doc.
And the cobra auto doc generation will keep the consistency.
