With the way Gutenberg currently handles multiple formats applied to text, this formatting is the best I could come up with (the first footnote in each paragraph will say "footnote" before it and be highlighted in gray, but the rest will just be highlighted in gray without the word "footnote"). Probably worth revisiting in the future as Gutenberg's formats become more flexible.
