About The Pull Request

Gonna be quick about this one as I'm tired. Ports the syndicate decal I made for another /tg/ codebase, based off the /tg/ui .svg logo - including directional variants. I was debating smacking this into a pre-existing shiptest but decided against it due to not seeing a good place for it.
It looks like this in-game, when slapped on top of red-plastitanium (what I originally intended it for.)

There's a possibility the rotations may be wonky due to the fact I had to redo them, but I'll test it after I actually get some sleep.
I can move these to their own file if needed, etc etc. First prtest on shiptest.

Update, directionals confirmed working.

Why It's Good For The Game

There's apparently emblems for NT and Solgov, but not the syndicate - which is frankly just silly.
