Purpose

Siddhi function time:extract() uses the current value of the default locale of the JVM, because of that there is no way to extract date information for given locale.

Goals

Introducing an optional locale parameter to Siddhi time extract.
time: extract ( unit , dateValue, dataFormat, locale)
