This PR changes the way we build internally to produce a Windows FIPS docker image, signed and combined with the Linux FIPS images with a multiarch tag.

Here is the result of the run:

Where will we be documenting the availability of new fips images? Wondering if we need a changelog for this since the image will become available from next release onwards

Good idea, I added a blurb.

Yes, you know this, but maybe for anyone reading this, fips images are available here: https://quay.io/repository/signalfx/splunk-otel-collector-fips?tab=tags

The next release will have Windows image combined, and in all likelihood will be featured in the o11y release notes, under this page: https://docs.splunk.com/observability/en/release-notes/release-notes-overview.html
