Support API for publishing to Google Play

There is now an API for publishing to Google Play. I think it would be great if maven-android-plugin would support this. The API is REST and Java code appears to be available.

If I have the time to dig into how the Maven API and the plugin itself works I might do it. I fear that wouldn't be soon though.

Hopefully a Java wrapper for this is available in the Central Repository as part of the sdk tools as I requested.

Seems like they added the androidpublisher to Central already? Roughly a day or two after @Shusshu post :-)

@schildbach could you look into this for a 4.1.0 release (not scheduled yet) ?

There is already a gradle plugin for this so it shouldn't be that hard
