What does this PR do?
Merges rulesets together to avoid issues with conflicting rules.
Any background context you want to provide?
The azure-repos rules for custom pr templates was overwriting the normal file rules needed for the rest of the service. Merging the rules together will allow for larger flexibility in rules addition.
