upgrade xgs SAI version to 8.4.41.1 (#17976)

Why I did it
Upgrade the xgs SAI version to 8.4.41.1 to include the following fix:

8.4.41.1: Cherry-pick from SAI 4.3: CS00012288297: Fix TX queue for control packets

Microsoft ADO (number only): 26626208
How I did it
Upgrade xgs SAI version in sai.mk file.
