When building docker-vs, these packages are required:

 python-sonic-utilities depends on psmisc; however:
  Package psmisc is not installed.
...
 python-sonic-utilities depends on psmisc; however:
  Package psmisc is not installed
...
debconf: delaying package configuration, since apt-utils is not installed
